Medical Waste Ft. Lauderdale: UMI Biomedical Waste Management for Broward Cty Healthcare Facilities

Biomedical waste generators such as acupuncture clinics, dentist offices, hospitals, medical practices, mortuaries and nursing homes in Ft. Lauderdale FL, Broward County and elsewhere in the Sunshine State are subject to the provisions of Florida Administrative Code (FAC) Rule Chapter 64E-16 entitled "Biomedical Waste".

FAC Rule 64E-16.002 defines "biomedical waste" as "any solid or liquid waste which may present a threat of infection to humans, including nonliquid tissue, body parts, blood, blood products, and body fluids from humans and other primates; laboratory and veterinary wastes which contain human disease-causing agents; and discarded sharps [including but not limited to] (a) used, absorbent materials saturated with blood, blood products, body fluids, or excretions or secretions contaminated with visible blood; and ... (b) non-absorbent, disposable devices that have been contaminated with blood, body fluids or, secretions or excretions visibly contaminated with blood, but have not been treated by an approved method". This rule also allows that biomedical waste generators can include "hospitals, skilled nursing or convalescent hospitals, intermediate care facilities, clinics, dialysis clinics, dental offices, health maintenance organizations, surgical clinics, medical buildings, physicians' offices, laboratories, veterinary clinics and funeral homes".

FAC Rule 64E-16.006 places several specific requirements on Florida medical waste generators like those described above, the first and foremost being that they shall not contract with anyone for medical waste disposal who is not registered with the Florida Department of Health (FDOH) as a biomedical waste transporter. The rule also places restrictions on what and how infectious biohazardous waste materials and residue can be compacted. Discarded medical sharps, bulk liquids and recognizable human tissue are precluded from compaction. Other biomedical waste can be compacted, but not to a density grater than 22lbs/cf. If any inner bag or outer container ruptures when compacted, the rule mandates that any incidental or residual liquids must be disposed of "directly into the sanitary sewer, an on-site sewage treatment and disposal system, or other system approved to receive such wastes by the Department of Environmental Protection". It also dictates that any noxious air escaping during the process be minimized by use of high-efficiency particulate arrestance (HEPA) filters or comparable measures.
