LAXMI NAGAR, India -- The ministry of communication and information technology (MCIT) proposed a system that could change the way of conducting cabinet meeting. The proposed system is all about making it paperless. The officials of law ministry has been endorsed this proposal with some needed details.
Now it needs cabinet endorsement to be the part of the government of India that is one more step towards digital India. MCIT proposed system is structured to envisage arrangement of meetings by means of sharing of documents among the minsters using online facility. In this system, relevant documents would be saved as a digital collection that can be used latter for reference. It also ensures restricted penetration in the secure databases.
If this this proposal is cleared from the cabinet then it will be implemented within 6 to 8 months. Some officials said that there might be risks in implementing this system, because tablets or computers might be theft and misused or fraud.
The expected advantage of proposal is to help transaction process in cabinet using computers, smartphones and tablets. Implementation of this system is aimed to eliminate the manual process using paper documents from the cabinet. It also ensures real time information flow on a developing agenda and distribution of confidential documents through secured system. Documents access is only allowed through a secure login. MCIT said that the system would be used for ministries to give preliminary notes on project, feedback or objections and authentication based on Digital Signature Online.
The whole online system is hosted in a central server that sets up a cabinet document management system and sends mail to the cabinet note by means of e-mails and SMS alerts.
The department of legal affairs has been referred the proposal and suggested that e-mode must have enough security parameter. As cabinet document notes are treated as confidential, it is responsibility of MCIT and ministry of home affairs.
