Leveraging more than four decades of excellence in healthcare administration and military service, Mr. Haynes earned distinction as an assistant human resources manager with the Central Texas Veterans Health Care System (CTVHCS), where he served in a supervisory capacity and managed internal operations for the internal human resources management service until his retirement in 2020. Prior to holding this position, he had worked as a human resources officer at CTVHCS from 2013 until 2014, having previously distinguished himself at the Central Alabama Veterans Health Care System as the chief of the human resources management service between 2006 and 2009. At the Fayetteville VA Medical Center from 2005 to 2006, he served as the station's only employee an labor relations specialist, and as a resident and intern at CTVHCS from 2003 until 2005.
Before embarking upon his career in the civilian sector, Mr. Haynes served honorably within the United States Army, during which time he functioned as a ward master and practical nurse at several hospital facilities on both domestic territory and abroad, including the Soto Cano Air Base in Honduras, the Moncrief Army Hospital in Fort Jackson, South Carolina, the Gorgas Army Hospital in Panama, and the 21st Combat Support Hospital of Fort Hood, Texas. In honor of his manifold contributions to the U.S. Armed Forces, Mr. Haynes was bestowed with numerous accolades, including the National Defense Medal, several U.S. Army Meritorious Service Medals, the U.S. Army Joint Service Achievement Medal, two U.S. Army Achievement Medals, two Command Awards from the Academy of Health Sciences, and several Good Conduct Medals, among many other decorations to his credit.
Mr. Haynes' performance in the field of health care was largely propelled by his education, through which he earned a Bachelor of Science in health care management at Park College in Parkville, Missouri, in 1998. He also studied health services management at the University of Mary Hardin-Baylor, where he received a Master of Healthcare Administration in 2003. Eminently qualified in his field, he also attained certifications through the U.S. Department of Veterans Affairs in human resources management, leadership development, and network executive health care leadership.
To remain aware of developments in his field, Mr. Haynes maintained his affiliation with several relevant organizations, such as the Society of Human Resources Managers, the Central Texas Human Resources Managers Association, the American College of Healthcare Executives, the American Legion, and the W.R. Hold Chapter 147 of Disabled American Veterans, of which he is a lifetime member.
