In Canada, this issue is common in houses on concrete foundations that were built before the late 90s, where most homes were built with small windows. The National Building Code of Canada requires that all bedrooms have a window that can be used as an escape route in the event of a fire. Among other requirements, the window should have a minimum opening of 3.8 SF and have no dimension less than 15 inches. This typically means that an existing window opening will need to be enlarged or a new window opening will need to be cut into the concrete of the foundation.
